City of Providence
Lead Hazard Reduction Program

City of Providence Lead Hazard Reduction Program  provides below market rate combination grants/ loans to Providence homeowners to reduce lead based paint hazards in their homes. The City of Providence has money available for property owners.

Program Guidelines and Resources

Eligibility Guidelines- Take care of windows, paint, siding and other hazardous areas of your home! 
Eligible Property Criteria:
  At least one unit in the property must house a child six (6) years of age or under.
  A pregnant women resides in one of the units. 
  A child six (6) years of age or under resides in one of the units for a minimum of thirty (30) days in one year. 
  All units in a multi-unit property are required to be brought to an acceptable lead safe condition. 
 

Lead Hazard Reduction Loan Terms
Different loan terms exist for Owner-Occupant, Non-Owner-Occupant and Non-Profit corporations.
  Owner-occupant:  50% grant/50% deferred.  3% loan due upon sale or transfer of property.
  Non-owner occupant: 25% grant/75% deferred.  3% loan due upon sale or transfer of the property.
  Non-profit corporation:  3% deferred loan due upon sale or transfer of the property
  Lead work consisting of interim repairs is funded on a prorate basis as a grant.  Permanent repair work is funded as a loan
  Maximum grant or loan amount up to $13,500 per eligible multi-family unit ($15,000 single family).

Inspections
Free home inspections for children with lead poisoning at a blood lead level of 10 or higher. 
Comprehensive lead inspections are provided at no cost once you are enrolled in the Providence Lead Hazard Reduction Program.

Application
To apply for the City of Providence Lead Hazard Reduction Program or other city wide housing programs you must complete the Neighborhood Housing Program Application.
